Do they have a centralised universal handicap like us? I see a lot of handicaps in passing, but not a lot of ratings. How does their (official) handicapping system work?

(b)one party to the transaction knows that the thing has already occurred or failed to occur.This to me reads that it is enshrined in law that it’s perfectly acceptable behavior to cheat by betting on past posted winners, to cheat by laying dead horses lying still warm on the ground, to know what # an RNG has picked before the customer places his bets, etc etc.

Yes, like Mike de Kock, he has a base in Newmarket. Both are in the process of getting licenses here but until that point they race under their own national license. This is a bit like when the HK and Australians come here for Royal Ascot/Darley July Cup but for an extended period.

In what way was it not a slow pace? I only ask since the final time was so slow as not to even merit a speed figure by the Racing Post clocker.
