It certainly could! The Freddie Starr Chase was run as a 3m4f handicap chase at Windsor until 1989, whereupon a match for that year’s renewal led to its dropping in distance to 3m for two subsequent years. The race passed into someone else’s sponsorship thereafter.
Starr also sponsored a handicap hurdle at Windsor (initially 2m6f, latterly 2m30yds; the 1988 renewal attracted 26 runners on the day!) up to and including March 1992, and a Yarmouth card from August 1988 reveals evidence of a Freddie Starr Handicap on the Flat as well.
