Who would be on this list?
Paul Roy is an obvious candidate.
Paul Dixon too?
Away from the cutting edge of racing politics you’d perhaps include Sheikh Mohammed.
Maybe Bruce Millington would actually be at or near the top of the list.
Whoever oiled the wheels for the Champion Stakes switch to Ascot must yield some hefty dollops of clout (although, sadly, in the aftermath of that debacle, Jim McGrath seems to have slipped down the list).

THEY decide where the 14 runner handicaps will be run, with fourteen pound weight bands, for fourteen hundred pounds in prize money in front of fourteen men and a dog.
