A P McCoy is a British citizen having been raised in Northern Ireland. In fact, I think he has the OBE doesn’t he. He cannot get that if he is from the Republic of Ireland, so there will be no Sir Ruby Walsh.

Bob Geldof (among others) has a knighthood and he is from the Republic of Ireland.
I have checked Wikipedia and it states that
"Knights and Dames Grand Cross and Knights and Dames Commander who are not citizens of Commonwealth realms are not entitled to the prefix "Sir" or "Dame", but may still use the post-nominal abbreviations. Geldof is entitled to use the post-nominal letters "KBE", but as he is not a citizen of a Commonwealth realm, he is precluded from using the title "Sir". Regardless, the nickname ‘Sir Bob’ has stuck, and media reports will frequently (but erroneously) refer to him as ‘Sir Bob Geldof’ as if that were his correct title."
So you are correct in your assertion that there will be no Sir Ruby Walsh.
