Just seen it and lets say a very basic error but it always seems to me harsh for a lengthy loss of earnings for a mistake, especially when the rules in place are not concrete enough. That said the ban must be at least 3 weeks, but they need to caveat it with a statement, saying, next jockey who drops his hands and loses a place as a result will be banned for at least 6 months. To me thats stops it. quite simple really, which is why it wont be done.
