Channel 4 racing announced the big race on a Saturday would go off at 3.50 every week so it would be during the football half time.
So far this has not happened any week I know Grand National is exempt.
My understanding is the decision to leave the National at 16:15 this year is because of international broadcasting commitments for the race. Broadcast schedules are arranged a long time in advance and a "late" move would have caused problems.
I believe the start time may be reviewed for future years.
