Something else that we touched on was penalties being both proportionate and a deterrent.
With just 2 days for 1 over and 4 days for 2 over. I can’t see many jockeys taking much notice in a close finish in valuable races / Cheltenham. I asked whether it was possible for heavier penalties for more valuable races? As the last paragraph of the BHA statement suggests, they may look in to penalty changes after Cheltenham and/or Aintree depending on what happens there. If there are too many offences they’ll have to act. Trouble with different penalties for more valuable races is: The big race at Stratford is just as important for a "journeyman" jockey as it is Cheltenham for "top" jockeys. Is it fair to differentiate?
