This leads me to think the earlier michael o leary guess could be right.

And there’s no mistaking Barry Geragthy’s eyes.
The cowboy does look quite like Michael O’Leary but I’m not 100% sure.

I thought it was him too but he’s not a publican unless you count a trolly full of drink on a jet plane as a bar.
Unless the clues are red herringsAlso looks like the owner of Amour Propre, John Inverdale. he had a leg in Make a Stand but don’t know if he has jumpers these days.
Still think your right only him and Ruby got eyebrows like handlebars and it aint Ruby.
