This sounds like a good initiative in principle and should be supported.
As an example after our horse Euston Square won at Ripon on 16 July last year we found it nigh on impossible to find a class 3-4 middle distance handicap in the north from late July until we ran him at Hamilton on the 26 Aug.
We had a horse in the form of it’s life but struggled to find a race for over 5 weeks and kept getting balloted out of class 2 races at the likes of York and Haydock.
Come September there were plenty of races in the programme book for him so this suggests to me some tweaks and input from trainers would be no bad thing.
