“I don’t have any strong views on the issue but “what ifs” literally underpins all health and safety legislation.”
You can say “What if” about anything but I would have thought it had to be evidence and fact based.
What if Rossa Ryan had broken his neck and been killed? Should Soumillon been banned for life because that might have happened?
What if a horse breaks from the stalls with a blindfold on and runs loose endangering people and horses? Horses have been killed wearing blindfolds and others have been badly injured. A horse ran through the rails at Southwell with a blindfold on and ran amok amongst the spectators sending a pram flying. Only yesterday a horse came out of the stalls with a blindfold on and unseated Neil Callan. Thankfully he managed to hang onto the horse and stopped it running loose with the blindfold on.
If that’s not a health and safety issue I don’t know what is, yet the BHA continue to do nothing.
