can someone exlain to me how or what chance does a horse have of running in the race if it has not qualified?

Pertemps Tommy? If so all the qualifiers are done so the horse can’t qualify to run.
Not sure if this works as balloted out or as a non-runner for antepost betting.
Not really followed this thread so apologies if it’s been mentioned but am I the only one thinking the Irish horses in general have been generously handicapped this year?
Far kinder than last year but they won 7 of the 10 handicaps last year.
