Consistency is an atribute, it has absolutely nothing to do with a “rating”.
I often make a consistent racehorse with a lesser rating as having a better chance than an inconsistent one who has a better rating.
A “rating” is only the level of form shown.
There is top class and then there’s “top class”.
If we are talking non-novice chases:
Horses can win uncompetitive Grade 1’s with a Timeform rating of mid 160’s. That’s top class form.
However, some Grade 1 horses win by putting up a rating in the 170’s. A few 180’s and – once in a blue Kauto Star – 190’s. Douvan was rated early 180’s in Timeform and (if I am right) Joe is arguing he’s over-rated, ie should be in the 170’s – 170’s is still “top class” and enables him to win loads of Grade 1’s.
