    Statistically, when can the evidence for a particular trend or statistic be considered significant?

    With statistics, you have to prove that an observation isn’t down to either, luck or coincidence.

    There is an article somewhere that shows you how to set up chi-test for horse racing results using excel with the CHITEST function.

    Statistically, when can the evidence for a particular trend or statistic be considered significant?

    Rarely.
    Not only does the punter need to consider whether the trend/stat is a coincidence or "significant", he/she also needs to make a judgement on the value/price to be worth a bet.
