On average or does one minimum field in 5years allow the race to beat the drop? If the latter, Sandown may be grateful for the 2019 running of the Tingle Creek otherwise it’d be toast.
Should be done on form, not runners.
However, one way to encourage runners:
Would upping the prize money of placed horses work?If necessary by reducing win prize money. Possibly making the percentage of prize money mandatory (at least for the first three home) for all races.

I’ve just had enough of 4-5 runner Gd 1 races, no matter how good the form is; if it was only a few times a season, then fine. But it isn’t……it’s almost the norm.
Top stars will always frighten others away from all bar Cheltenham… And even then if there’s a particularly good 2m chaser some will go for the Ryanair instead etc.
If you don’t want to see the stars Andy, concentrate on handicaps for all bar Cheltenham.

I think we need to know – it could have a bearing on the result!
