Looking over the stewards reports for Southwell yesterday i see Jamie Spencer received 2 cautions from the stewards in the final race for improper use of the whip and careless riding causing interference but no ban.
Earlier in the day John Cavanagh a lowly 7lb claimer was pulled into the stewards room for the same offenses and received a 3 days ban for careless riding and a 2 day ban for improper use of the whip.
The Stewards held an enquiry under Rule 153 into possible interference in the first furlong. They found that the winner SHIFTING GOLD, ridden by Jamie Spencer, had interfered with LADY DUNHILL (IRE), ridden by Paul Hanagan, placed third. They considered that the interference was caused by careless riding, in that Spencer allowed his horse to drift right without taking sufficient corrective action. They cautioned him as to his future conduct in races.
The Stewards called before them Jamie Spencer, the rider of the winner SHIFTING GOLD, and enquired into his use of the whip in the final one and a half furlongs. Having heard his evidence and viewed the video recording of the race, the Stewards found the rider guilty of improper riding in the light of Instruction H9 headed “Use of the Whip” in that he had used his whip down the shoulder in the forehand position. They cautioned him as to the future use of his whip

They found that NABEEDA, ridden by John Cavanagh, placed third, had interfered with BERRYMEAD, ridden by Ann Stokell, unplaced. They considered that the interference was caused by careless riding, in that he allowed his horse to drift to the left. They suspended him for two days as follows: Tuesday and Wednesday 3rd and 4th February 2009.
The Stewards called before them John Cavanagh, the rider of NABEEDA, placed third, and enquired into his use of the whip from two furlongs out. Having heard his evidence and viewed the video recording of the race, the Stewards found the rider guilty of improper riding in the light of Instruction H9 headed “Use of the Whip” in that he had used his whip with excessive force. They suspended him for two days as follows: Thursday and Friday 5th and 6th February 2009.
Not particularly suggesting any goings on but it doesn’t exactly look fair practice.

January 22, 2009 at 00:38 #205644Taking it at face value it does look unfair – but without looking at the incidents in detail it is hard to make a judgement.
The wording of the Stewards reports do tend to be standard and the same wording can cover a whole spectrum of offence.
Not sure who the stipe was at Southwell but they would probably have had the major say in the outcome.

January 22, 2009 at 01:56 #205662When I was Kerrin’s agent, I always used to tell him that if he ever found himself in front of the stewards, whether for whip/interference issues, to always point out his excellent record (he didn’t get a whip ban until his 4th year here) – because I wasn’t convinced that the stewards/stipes were always aware of riders’ disciplinary records, other than for the totting-up procedures. I came to this conclusion because “cautions” don’t seem to have any future impact; take these examples, noting the dates:

They cautioned him as to the future use of his whip.
WOLVERHAMPTON
Friday 16th January 2009The Stewards called before them Chris Catlin, the rider of the winner DICHOH, and enquired into his use of the whip approaching the line. Having heard his evidence and viewed the video recording of the race, the Stewards found the rider guilty of improper riding in the light of Instruction H9 headed “Use of the Whip” in that he had used his whip without giving his mount time to respond and down the shoulder in the forehand position. They suspended him for two days as follows: Sunday 1st and Monday 2nd February 2009.

I’ve always thought of being in front of the Stewards is like agame.
They are as old fashioned as tea and jockeys who are polite and submissive are going to get away with more than the outspoken.
Francome was the worlds worst for taking the mickey out of them which did him no favours..not that he gave a hoot.
A good talker or storeyteller always seems comes out best with them.
