Only in America – Black armbands on the legs?

What was the reason for this? Thought it was odd, don’t recall having seen it before.

Davy Russell the Irish jockey emailed ATR about it and they replied that it was because the jockeys have numbers on their arms. I saw no evidence of jockeys wearing numbers on their arms during the Breeders Cup races, not that wearing numbers would preclude having black armbands on as well.
