Presumably this refers to him not running Zabeel Road because the owner did not want to run. He gave this excuse and incurred a £140 fine. He said he could have told lies and said the going was the reason and incur no penalty but thought that would reflect unfairly on the clerk of the course.
Why was the horse declared in the first place if the owner did not want to run? And a self certificate could have been used to avoid a fine and upsetting the clerk.

This did not stop him doubly declaring Align the Stars, withdrawing him because of the ground but running and winning on the same ground 2 days later.
Charlie’s Dutch Decoy was also declared a non runner because of the ground yesterday, so didn’t mind upsetting the clerk with him as well. Maybe that was in case they want to run him at Chepstow on Thursday.
