Dave Edwards "Top Speed" has the going allowance for Kempton at
0.20s/f
which is close to what I came up with and he has a speed figure of

which includes the WFA allowance he uses.
Even using Top Speed’s going allowance of
0.20s/f
I still get a speed figure of

and as I use an Excel macro to assess the whole meeting it is very hard to make a mistake and I always double check the figures afterwards.
The race was

above standard and even if I used the going allowance
at 0.00s/f per furlong I would still end up with a plus speed figure of

so how you have ended up with a minus figure is interesting
Looking at the other 6f race on the card won by
Fast Finian
the different in the above standard was 0.41 (41lbs), so if you subtract

from the speed figure you have allocated to
Fast Finian
you should still get a plus figure, I would get 67-41 =
