“Britain’s spy chiefs have warned that they cannot “wholly eliminate” the national security risks around China’s new London embassy after Labour granted permission for it to go ahead.
In a joint letter, the heads of MI5 and GCHQ warned that it was “not realistic to expect to be able wholly to eliminate each and every potential risk” associated with the development, on the former Royal Mint site in east London.
Sir Ken McCallum, the MI5 director-general, and Anne Keast-Butler, the GCHQ director, added that even if this were a practicable goal “it would be irrational to drive ‘embassy-generated risk’ down to zero” given the “numerous other” national security risks the country faces at present.
At the same time, they noted that China currently operated seven diplomatically-accredited sites across London and that “consolidating” this presence in one major diplomatic hub “brings clear security advantages”.
The letter was addressed to the Home Secretary and Foreign Secretary. It followed the announcement by Steve Reed, the Housing Secretary, that Beijing’s application to build on the historic site, close to sensitive financial cables, had been approved, risking further criticism from Donald Trump.
