It is just a minor issue which will be addressed when the BHA can bring themselves, emotionally, into the second half of the twentieth century. Until then, jockeys will still be Oiks who cannot be trusted (though they all have a heart of gold and are stout yeomen of England), and trainers will still be sons of the landed gentry who can be trusted at all times with the family silver (though some may act the part of scoundrels, drunkards and chancers just for effect). Obviously, the BHA CAN see that the jockeys, when performing their job, have the opportunity to directly effect the result of a race; and equally obviously, the BHA CANNOT see that the trainers, when performing their job, have the opportunity to directly effect the result of a race. So their current rules obviously make sense.
