I’ve just had a look at that race and I can’t see any blame can be attached to the jockey. He made a manoeuvre to move right and looked to be in a position to pass the doll, only for the the horse to jink suddenly to the left and jump the rail. When a horse changes direction unexpectedly when going 30mph+ I wouldn’t imagine there’s an awful lot a jockey can do about it, other than doing his best to avoid getting hurt.
There may have been a case for calling an enquiry on a safety issue, but I presume these things would be dealt with in racecourse H & S meetings away.
From my point of view I’d rather see the running rail moved out rather than the use of dolls, but this sort of incident doesn’t happen very often. On occasion even a solid running rail doesn’t stop a horse doing odd things.
