On page 2 of google is says "Dr PJ Moriarty was Chief Executive . . ", but I had problems opening the document. Also seems to have been at Sheffield Hallam University,
Paddy Moriarty was an older brother of Mícheál Ó Muircheartaigh. He was the CEO of the Electricity Supply Board and I think he was involved in Bord na Móna as well.

Doesn’t say where the "Dr" comes from – he joined the ESB as a nineteen-year-old so presumably it’s not medical.
Like Dr. MV O’Brien’s it’ll be a honorary doctorate from some university I’d imagine
The one connected with Hallam is actually in the Dept of Physics at University of Nottingham, so looks like didn’t get doctorate from Hallam then.
