As people keep saying and you keep ignoring Pinza, the reason why a definate number of strokes has come in is directly because that’s what
jockeys themselves
wanted.
Definite numbers of strokes were already mentioned in the previous guidelines, as you well know. Personally, I was impressed by
Steeplechasing
‘s account of the likely pressures placed on the Jockeys during "seminars", when (anecdotally) they were roundly told that they were lucky to be keeping the whip at all.
If you are asked: "do you want to be allowed 7 strokes, or do you want no whip at all?" how would you answer?

canvassing for 15 days ban for 11 strokes and complete loss of riding and winning fees.

So what should a jockey who goes over 57% (11 instead of 7) over the allowed number of strokes get as a deterent?
Or to put it another way…
What possible deterrent (for purpotrator or other jockeys) do you suggest would work to discourage/stop jockeys from breakingthese rules

Maybe Kevin Darley prefers a slapped wrist?

You’d do better to just state your position and leave it at that rather than search endlessly for every possible glint in the rocks which might, or night not, be a nugget for your argument.

Just joking Pinza, like Silvoir is trying to make light of a difficult subject.
Paul did tell me yesterday he was (sorry this might not be word perfect) "glad in a way, the first infringement happened before Saturday". Presumably because we can get the hysteria out of the way.
It has indeed seemed like hysteria at times. With these new rules blamed by certain people
for everything and anything, and will be the end of the (racing) world as we know it.
