A proactive rather than reactive approach to a lot of issues would be sensible
Good examples of a proactive approach regarding reservoirs were the construction of England’s two largest: Rutland Water and Kielder Water, both planned in the ’60s due to forecasts of increasing demand for water in the future. They were completed in 1975 and 1981 respectively.
I do like reservoirs. The flooding of green and pleasant valleys might be contentious but IMO they add to the natural world and don’t detract from it. Birdlife in particular has benefitted from them and humanlife too, given their popularity as day-out destinations. I love wandering around them.
