It makes no sense how the stewards are allowed to disqualify a horse for interference (which is a matter of interpretation) but not for the number of times the whip is used (which is a matter of fact).
OK, there was the incident in the Cesarewitch where one of the whip uses was deemed to have not hit the horse and the winner was reinstated. That could still be done on appeal.
Why should punters of the second places horse lose out when the jockey on the first past the post has clearly broken the rules?
