This article is a decent summary of crude oil types and explains why oil from the North Sea is particularly valuable; so much so that the term ‘Brent Crude’ has become the trading benchmark, largely replacing the chemically similar ‘West Texas Intermediate (WTI) Crude’ which, as it predates the discovery of north sea oil, was the benchmark.

Simplistically, the ‘light sweet’ crudes from the above are easier to refine and used primarily for fuel, whereas the ‘heavy sour’ crudes from such as Venezuela and much of the Middle-East are more difficult to refine and used primarily as chemical feedstock for a myriad of industrial purposes.

Hence, as per your point…

According to Heather the oil that America produces it exports and has to import oil from other places

…I take to mean that the USA exports its surplus of abundant light crude but has to import the heavy crude it doesn’t have.

A complex business, oil.
